PM Helen Clark a Dowager or Empress in creation?

What do you think is she trying to create her own elite legacy by way of illusions; this business management style of governing, a mission statement style where a lack of substance forms the framework, and when one enters any of the governmental areas much like the swinging horses on a round about that are slowing scraping the ground, nothing is found to be working properly?

I like Helen, she is obviously a good leader and can work under a MMP govt. I think it is working, but negativity is wearing it down. Perhaps the system of MMP means that decisive decisions don't always seem to be made?
