The answer is Christopher Hope, and its actually a book about South Africa, iniquities of old, deceit of new, the beginning of Democracy in 1995 and and a Elvis Presley competition which marks the hoped for integration of all the races.
Hope tells the history of a South African town - with plenty of satire thrown in which highlights the absurdities and contradictions of the old and new SA.

Some have the theory that maybe climate change and the ocean currents which use to deposit the jurvenile cod into the sounds have changed slightly and now sends them up the east coast of the North Island. hmmm, maybe my source is another theory then but the decline of blue cod and snapper in the area became pronounced as a specific industry in the area took off...thats the answer I'm looking for in regard to the question.

Mussels are water filters and the story is that with the sounds being way over populated by the shellfish when the fish lay their eggs, the eggs are being filtered through the shellfish, fat shellfish! no fish!
