Given the current legislative activities I would tend to say we have one foot heading in that direction. Four acts of parliament basically passed with consultation and if there was consultation the select committee became conveniently deaf.

I can't take David Farrar seriously (I don't think anyone should). He looks too much like Danny De Vito's Penguin for my liking.
